Steve DeLuca

Steven DeLuca is Vice President, Head of State & Local Government Affairs for Capital One Financial,  the country’s 8​th largest bank.  He oversees a team responsible for engagement with state and local elected officials across the country.  Mr. DeLuca is Capital One’s principal government affairs representative to the Commonwealth of Virginia.   He is responsible for relationship management with the Governor, Legislative branches, and local governments.  He represents Capital One’s interests to trade associations, community organizations and state agencies.  Additionally, he manages Capital One’s PAC and a team of internal and external government affairs professionals.
 
Prior to joining Capital One’s Policy Affairs Group in 2007, Mr. DeLuca held positions of increasing responsibility at Capital One, most recently as Chief of Staff for the Senior Vice President of the Payments Business.  In this capacity, he helped build a 100-person start up division from the ground-up while simultaneously serving as the principal speechwriter for the President of US Card.  He has worked as a senior relationship manager and senior project manager since joining Capital One in 1999.  He is the recipient of 4 Circle of Excellence Awards.
 
A native of Long Island, Mr. DeLuca received a Bachelor of Arts, magna cum laude, ​​in political science with a minor in business management  from Drew University in Madison, NJ.   In 1998, he was one of 2 Americans selected for the Parliamentary Internship program in Melbourne, Australia.  At Drew, he was a recipient of the Gold D Award, the University’s highest award for leadership and service.  In 2009, he received Drew’s Outstanding Young Alumni Award.
 
Mr. DeLuca spent 18 years as a volunteer firefighter and is a life member of Hanover County (VA) Fire & EMS.  He served four terms as President of Company 10.  He was twice named Firefighter of the Year,  received 3 Presidential Volunteer Service Awards and holds numerous emergency services certifications.    He is a former member of the North Bellmore Fire Department (NY) and Madison Fire Department (NJ). 
 
In 2015, Virginia Speaker of the House Bill Howell appointed him to the Board of Directors of Virginia Commonwealth University Health Systems, a $4BB revenue, 13,000-employee academic medical center frequently recognized as the best hospital in Virginia. In 2018 he was reappointed by Speaker of the House Kirk Cox.   He chairs the Evaluation & Compensation
 
 Committee and serves on the Governance & Executive Committees. 
 
He served on the Board of Trustees of the Valentine Museum.  He is a 2008 Graduate of the Sorensen Institute Political Leaders Program at the University of Virginia.   In 2007, he was named to the Top 40 Under 40​ in Richmond by Style Weekly Magazine​.   He is a 2011 graduate of Leadership Metro Richmond.
