Ms. Elaine Kloss

Elaine A. Kloss, the Treasurer of the City of New York, is responsible for the City’s treasury operations. She manages and secures the City’s cash balances ranging between $2 billion and $13 billion with annual cash flows of $77 billion, maintains the City’s relationships with 21 commercial banks, overseas nearly 4,500 bank accounts and safeguards nearly $300 million of court assets. Elaine serves as the NYC Commissioner of Finance’s representative on the NYC Banking Commission. She leads a treasury staff of 31. Prior to joining the NYC Department of Finance in 2010, Elaine held various treasury and financial executive positions at public companies in New York and Sydney, Australia. These companies include AT&T, Joseph E. Seagram & Sons, New York Life Insurance Company, Ventiv Health, NUI Utilities and the Hudson Highland Group. Elaine began her career at the Board of Governors of the Federal Reserve System in Washington, D.C. Elaine has experience in treasury operations, cash management, cash forecasting, electronic payments, corporate debt and equity, hedging strategies, budgeting, capital expenditures, risk management, contract negotiations and corporate acquisitions, restructurings and divestitures. Elaine has a B.S. degree in Economics from Alliance College and an M.A. degree in Economics from Georgetown University. With a strong commitment to professional development, Elaine serves as a senior advisor to the New York Treasurer’s Group. She also was a board member of the Financial Women’s Association of New York (FWA) and a member of the Treasury Advisory Group of the Association of Financial Professionals (AFP).
